which race do i have to win to get a teir 2 car pink slip cos at the moment im stuck with the mitsubshi evo and it sucks compared to what im racing. also when do you unlock tier 1 cars and pro parts

im looking at the book and it says to unlock tier 2 cars you need to be at wheelman level 9.5 and complete all jobs up to level 9.5 and find sunset hills car shop.for pro parts wheelman level 11,complete all jobs up to level 11 and grand theft 5-0,intercept and special delivery.for tier 1 wheelman level of 13.5 complete all jobs up to level 12 and rollercoaster.hope this helps.
