What can I wear Black with White Polka Dots, High Heels With?
I’m going to buy a Black with white polka dots peep toe high heels?
What should I wear with it? What colors besides black and white?
Can I wear black skirt with black and white stripes? or just solids?

I bet..u can wear it with any kind of cocktail dress, high waist skirts,black jeans,..etc.. Just make sure that the color of your dress are solid ones..,avoid prints,checks,stripes.
Some colors i suggest : White,Black (obvious choice 
..avoid wearing it together though),maroon,emerald green,olive green, purple,electric blue,golden yellow,pink,even fuschia,metallic grey,..
