Clouds Stars

If the stars can generate energy, how about the clouds?
I’m just curious about this…can clouds create energy?
The energy we get from starlight is so small that there is no practical way to harness it in some useful way. I actually remember a news release from 2 years ago, saying Russian scientists had discovered a way to use starlight to propel a car, but that was either a hoax or a prank.
On the other, the water in suspension in clouds does carry energy, and that’s the reason why when it rains in high places, the water is collected in streams and rivers that properly dammed allow for hydroelectric power stations.
